Item 13: Riverside Golf Course Usage Agreement with RUSD
On Tuesday, the council will look to approve a contract extension with the Riverside Unified School District (RUSD) to use the former Riverside Golf Course site. RUSD will not compensate the city for the usage but agree to handle portable restrooms, trash removal, and upkeep/improvements necessary for district use. The agreement would be through November 30, 2022, with a six-month extension option and would allow RUSD to continue using the site for cross-country running events.

Item 2: Establishing Structured Onboarding Process for Elected Officials
On Wednesday, the committee will potentially give authorization to the city manager’s office to establish a structured process for newly elected officials. Senior Administrative Analyst Megan Stoye will make the presentation to the committee. The presentation says the training will apply to new council members, commissioners, and legislative staff.
Of the 29 pieces of training available, 18 will be required, with the other 11 being recommended but not required. Some of the required pieces of training include cybersecurity training, sexual harassment training, crisis communication training, and diversity training.

Item 3: Establishing or Revising Speed Limits for 3 Riverside Roads
The board will consider establishing or revising speed limits for three Riverside Roads. The first would be to establish a 35-mph speed limit for Cactus Avenue from Crystal View Terrace to Dauchy Avenue. The second would set a 35-mph speed limit on Fremont Street from Central Avenue to Mountain View Avenue. The third would revise the speed limit for University Drive (not to be confused with University Avenue) from 15-mph to 20-mph.
Item 4: Watkins Drive No Parking Zone
The board will consider establishing a daily no-parking zone between the hours of 11 p.m. to 7 a.m. on the west side of Watkins Drive from Blaine Street to Valencia Hill Drive. This section of Watkins Drive borders the Northeastern border of the UC Riverside campus. According to the city’s document, Riverside received the request from the University Neighborhood Association, with UCR also being contacted by city staff concerning the matter.
