On Wednesday, April 29, the Raincross Gazette hosted its second of three candidate forums for the 2026 City Council races. Ward 4 voters joined us at California Citrus State Historic Park to hear from the three candidates running for the Ward 4 seat — incumbent Chuck Conder, Jessica Qattawi, and Rich Vandenberg.
The forum, moderated by longtime Press-Enterprise columnist Dan Bernstein, covered warehouses, taxes, public safety, homelessness, the city manager, and the issues defining the race. Following Riverside's 2023 redistricting, the Greenbelt — including California Citrus State Historic Park — became part of Ward 4 for the first time, meaning many residents in this area voted in a Ward 4 race for the first time in 2026.
The forum was hosted by the Friends of California Citrus State Historic Park.
