Item 35

The Riverside Parks, Recreation and Community Services Department is asking the council to approve a Professional Consultant Services Agreement for the River-side Gateway Project Suite. The proposed Park Master Plan and California Environmental Quality Act services for park, trail and greenway improvements cover nine sites along the city’s portion of the Santa Ana River.

Item 36

The City Charter Review Committee is seeking council approval to extend the original deadline to consider two charter amendment referrals, pushing the items’ potential placement on an election ballot until November 2022.

In February 2021, the council tasked the committee to consider an amendment referral for the city’s General Fund Transfer (GFT). This is a transfer from the city’s utilities revenues to their general fund, which translates to $40 million per year, paying for services like 911 response, fire fighting, police, street repairs and park upkeep.

For the committee to make a recommendation with enough time to place the GFT issue on the November 2021 ballot, they are asking for an extended period to consider their other two priorities. One deals with granting the mayor a vote alongside the council. The other considers whether or not the city should publish an annual report on written or whistle-blower complaints alleging fraud, waste, abuse or criminal conduct.
