IT consultant enters four-way race with private-sector experience, emphasizing results-driven approach.
Mike Vahl, a financial and IT consultant who has lived in Riverside's Mission Grove/Canyon Crest area for more than 34 years, has announced his candidacy for the Ward 2 City Council seat, pledging to bring "result-driven experience" to address city inefficiencies and improve constituent services.
Vahl enters a field that includes Budget Engagement Commissioner Aram Ayra, social media entrepreneur Christen Montero, and Western Municipal Water District Director Gracie Torres.
"I'm running for City Council because I believe in the power of service, not politics," Vahl told The Raincross Gazette. "Riverside deserves leaders who focus on improving people's lives, not personal ambition."
Ward 2 includes the University neighborhood, Hunter Park, Canyon Crest, Sycamore Canyon and Mission Grove.
Vahl, who founded Vahl Software Group, brings decades of private-sector experience managing multi-million-dollar budgets and leading teams. He cited examples including a costing system that increased a manufacturer's gross margin by 15% and a budgeting system that improved a homeowners association's financial accountability.
"These experiences taught me that results come from clear data, accountability, and follow-through—principles our city government desperately needs," Vahl said.
Vahl and his wife Lisa have raised their children in Riverside. His community involvement includes coaching youth sports and serving on multiple nonprofit boards.
Currently, Vahl chairs the Measure C Bond Oversight Committee for the Riverside Community College District, ensuring taxpayer funds are used appropriately. He has also served as Treasurer of the California Riverside Ballet and Grand Knight of the Knights of Columbus.
Vahl's platform centers on five key priorities: expanding public safety infrastructure, including establishing a police substation on Alessandro Boulevard; addressing water billing disparities for Ward 2 residents served by Western Municipal Water District instead of Riverside Public Utilities; implementing new approaches to homelessness with greater transparency in spending; streamlining city processes to make it easier to do business in Riverside; and investing in arts and innovation.
On the water billing issue, Vahl outlined a specific proposal for the city to purchase the pumping and distribution system serving "up the hill" residents.
"This plan ensures fairness, long-term savings, and local control over our water supply for all Riverside residents," he said.
Regarding homelessness, Vahl said he has researched the city's spending but found gaps in public transparency.
"I could not find a single, consolidated City table that sums all homelessness-related spending by fiscal year, nor program-level breakdowns that link dollars to outcomes," he said. "That's why I'm calling for more transparency: it would let residents match dollars to results and assess whether public funds are being used efficiently."
When asked what differentiates his candidacy in the four-way race, Vahl emphasized his business management experience and decades of community service.
"My background includes leadership roles with publicly traded companies, where I managed financial reporting and compliance — experience that taught me the importance of transparency, accountability, and sound decision-making," he said.
The winner will replace Clarissa Cervantes, who won the seat in 2021 and is now seeking State Assembly District 58. Cervantes herself replaced longtime Councilmember Andy Melendrez, who served for 15 years before an unsuccessful mayoral bid.
With the field now set at four candidates, the Ward 2 race represents one of the most competitive council contests in the June 2026 election. The filing deadline for candidates is in early 2026, leaving open the possibility that additional candidates could still enter the race.
The primary election is scheduled for June 2, 2026.
