Item 8 – Solid Waste Division positions
Staff will present a report on job openings in the Solid Waste Division, the number of open positions, reasons for difficulty in filling the positions, strategies for filling the positions, and the use of routing and navigation software to decrease paperwork and increase efficiency.
Item 21 — Five-Year Plan to Reduce Homelessness
The council will consider whether to approve the submission of the Five-Year Plan to Reduce Homelessness to the state of California for funds in the amount of $4,335,583. The plan details the various components of the city’s approach to reducing homelessness, the result of a collaboration between the Homelessness and Housing Committee and two city departments, the Office of Homeless Solutions and the Housing Authority. On June 8, the committee provided staff with revisions to the plan and voted to approve sending it to the full council for approval, and from there for submission to the state.
Item 25 – Arts and Culture City Sponsorships
The Economic Development, Placemaking, and Branding/Marketing Committee is recommending the council approves $139,396 in arts and cultural event funding for the Fiscal Year 2022/2023.
Item 26 – Sunrise at Bogart Supportive Housing Project
The council will decide whether to replace a previous resolution in support of the Sunrise at Bogart housing project, which will be built by the Neighborhood Partnership Housing Services, a non-profit based in Rancho Cucamonga. The project features 22 units of “affordable and permanent supportive housing” for people experiencing homelessness as well as medical and mental health issues. The project cost is estimated at $4,400,000.
Item 27 — Adopt Multi-Unit Smoking Ordinance
The ordinance prohibiting indoor smoking and requiring the establishment of public smoking areas at multi-unit apartment complexes and residences has been written and will be voted upon by the full council on Tuesday.
Item 36 – Gless Ranch fruit stand permit
The council will vote whether to grant a license for a fruit stand operated by the Gless Ranch company at the corner of Van Buren Boulevard and Dufferin Avenue in Ward 5.
Item 37 – Summer Food Service Program
The council will decide whether to approve $179,600 in funding for the Summer Food Service Program, an agreement with the Riverside Unified School District, to provide meals at park sites throughout the city.
Item 38 – Reward for home invasion robbery information
A reward in the amount of $10,000 has been proposed for information regarding the recent spate of home invasion robberies. The funds will be drawn from the General Fund, Office of the Police Chief, Riverside Reward Program. Five affirmative votes are needed for the resolution to pass.
Item 39 – Water quality testing
Staff recommend that the council approve a consultant agreement with Eurofins Eaton Analytical LLC of Monrovia for testing and analysis of water quality at a cost of $3,000,000 for three years, with two optional one-year extensions in the amount of $1,000,000 per year.
Items 41-46 – Landscaping contracts
The council will vote whether to approve a series of contracts for landscaping and other services for fiscal year 2022-2023. Five companies, two from Riverside, would receive contracts with the city to complete a variety of landscaping services across all wards through the coming fiscal year.
