City Ethics Rules Now Cover Officials' Online Conduct

New language bars city officials from biased or partisan online posts in quasi-judicial matters, but exempts private speech after attorneys raised First Amendment concerns.

A city committee unanimously approved new rules Wednesday limiting how Riverside officials can conduct themselves online when acting in an official capacity.

Why it matters: The change affects how council members and other city leaders behave on social media during official proceedings — and caps punishment for violations at censure only.

Driving the news: The Governmental Processes Committee voted 3-0 to revise the city's Code of Ethics, adding a ban on "digital misconduct" tied specifically to quasi-judicial matters within an official's jurisdiction.

The national tour of the eight-time Tony Award-winning musical Hadestown plays Riverside's Fox Performing Arts Center for two nights this month.
