City Council, 1:00pm
Council will be asked to reconsider circumstances of the state of emergency and continue to recommend social distancing measures. According to a report from the City Attorney, this will “ensure compliance with AB 361 and allows the continued utilization of teleconferencing without having to publish each location from which a member attends via teleconference and granting physical access of that location to the public.”
Road improvements will also be considered as Council considers:
- Item 19 – Awarding $4,311,788 to All American Asphalt for “Senate Bill 1 Maintenance and Traffic Improvements” on MLK Blvd and various streets in Alessandro Heights.
- Item 20 – Awarding $6,472,000 to Onyx Paving Company, Inc. for street resurfacing at various locations throughout the city.
Wednesday, November 2
Inclusiveness, Community Engagement, and Governmental Processes Committee, 3:30pm
The committee, comprised of councilmembers Cervantes, Perry, and Conder to address “providing high quality municipal services [that] ensure a safe, inclusive, and livable community, will be receiving a process update on the City’s redistricting process which began in August and completed its final community workshop on October 29.
Riverside City Charter Section 402 requires City Council, by ordinance, to divide the city boundaries into seven wards, review the boundary limits of the wards every ten years, and adjust, by ordinance, those boundaries to provide for a substantially equal number of residents in each Ward.

Thursday, November 3
Board of Ethics, 5:00pm
The Board of Ethics will receive a written Statement of Findings and Decision of October 6, 2022, Hearing Panel, regarding a Code of Ethics complaint by Jennifer Larratt-Smith against Councilmember Conder. The complaint was dismissed.
Also on the agenda:
- Ad Hoc Committee review and progress regarding Standing Rules
- Assistant City Attorney Susan Wilson will review the the Board of Ethics authority and conditions for use of outside legal counsel in lieu of the City Attorney
Inclusiveness, Community Engagement, and Governmental Processes Committee, 6:00pm
In a continuation of a September 27 meeting, the Committee will receive the annual review of Code of Ethics and Conduct presented by Susan Wilson, Assistant City Attorneym, and Donesia Gause, City Clerk.
