Line 26 – Retain Forensic Accounting Services
The Council is asked to consider retaining forensic accounting services using Eide Bailly LLP for an estimated cost of $125,000. The funds will come from the Public Utilities Administration Professional Services Account.

Line 29- Commission and Board Appointment and Resignation
Council will be appointing the following chairs- John Goolsby, Airport Commission Citywide, Richard Cardullo, Museum of Riverside Board Ward 3 seat and Pete Benavidez, Budget Engagement Commission Ward 6 seat. Council will also be accepting the resignation of Deborah S. Cherney from Board of Public Utilities Citywide seat.

Line 31- Grant for an LGBTQ+ Historic Context Statement
The Council will vote on the use of a certified Local Government Grant of $40,000 for the hiring of a consultant to prepare an LGBTQ+ Historic Context Statement and study list. Five affirmative votes are required. The Statement project will include a study list, context statement including eligibility standards, completion of three to five oral history interviews to be recorded and transcribed, preparation of a story map that provides a narrative of the LGBTQ+ community history and a minimum of three community meetings for outreach and collecting stories.

Line 36- Blue Shield of California Wellness Fund
The council will vote on the allowance of the Blue Shield of California donation of $50,000 to be used for employee wellness programs. The Human Resources Department plans to use the donation to carry out an interactive virtual wellness challenge offered by Kaiser Permanente to purchase incentives for city employees to cover the cost of flu shots and offer wellness programs, workshops, fairs and biometric screenings. Five affirmative votes are required.

Line 41- Purchase of ballistic vests
The Riverside Police Department requests that the Council approve the purchase of 45 ballistic vests totaling $131,025.95 from TYR Tactical. The funds will come out of the State Cops Grant Account. The current vests being used by the Special Weapons and Tactics Team (SWAT) are set to expire in early 2023.

Line 47- Adjusting speed limits on Jurupa Avenue and on Mobley Avenue
The Public Works Departments asks the council to introduce an ordinance amending the speed limits on Jurupa Avenue to 35 MPH from Rutland Avenue to Crest Avenue and a 30 MPH speed limit zone on Mobley Avenue from Hole Avenue to Cook Avenue. The total fiscal impact is estimated at $980 to cover the cost of new signs and installation.

Line 51- Transformative Climate Communities Technical Assistance Project
The Public Works Department asks the Council to approve a Memorandum of Understanding with Southern California Association of Government (SCAG) for Transformative Climate Communities (TCC) Technical Assistance Project in the Arts and Innovation District “Triangle”. SCAG applied for funding from The California Department of Housing and Community Development through their Regional Early Action Planning Grant Program and was awarded $47,471,023. They have chosen to use a portion of the money up to $250,000 to support TCC in developing a housing supportive infrastructure plan. This would include both community engagement and technical work, including assessing city-owned properties that may be sold to support the state’s housing goals.

Line 3- Consider Amendments to Title 19 (Zoning)
The Commission is asked to consider amendments to Title 19 (Zoning) of the Riverside Municipal Code. The amendments are intended to establish Chapter 19.535 (Inclusionary Housing) to implement General Plan policies to facilitate the production of housing affordable to very low- low and moderate-income households in new residential development projects. Line 2- Consider Forming a Project Subcommittee for Riverside Alive
Formation of P3 Project Subcommittee to meet regularly with staff, city consultants, legal counsel, and project developers to assure continued progress of Riverside Alive project.
