### City Council

City Council will meet in closed and open sessions on Tuesday, September 17, in afternoon sessions at 1:00 and 3:00 p.m. and an evening session at 6:00 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1217243&GUID=677F7C32-DC20-4222-99E6-9A73AE5994ED&ref=raincrossgazette.com)). The agenda includes:

- A recommendation from Councilmember Conder to reverse [2023's commemorative flag policy](https://www.raincrossgazette.com/city-council-approved-flying-nine-commemorative-flags-at-city-hall/) and return to displaying only the United States, State of California, and City of Riverside flags on all city-owned flag poles.
- Reviewing the City's p[lans to resurface nearly 21 miles of roads](https://riversideca.legistar.com/View.ashx?M=F&ID=13284113&GUID=63CCE612-399B-4B57-B250-E10FECEFA1D5&ref=raincrossgazette.com) in the coming fiscal year and associated costs.

- Presenting the 2023 City Spirit Award to Beth Schwandt, a Alvord Unified School District music teacher.
- A public hearing to authorize the redevelopment of the old Sears building property at the corner of Arlington and Streeter into a [new 388-unit apartment complex with an ALDI grocery store](https://riversideca.legistar.com/View.ashx?M=F&ID=13305148&GUID=0A388482-39C8-4268-988F-AA131D9695F3&ref=raincrossgazette.com).

### Commission on Aging

The Commission on Aging meets on Monday, September 16, at 4:00 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1228793&GUID=3B3E44F9-1E80-41B7-81B5-B09AB34E917B&ref=raincrossgazette.com)) for a [presentation on nutrition for older adults](https://riversideca.legistar.com/View.ashx?M=F&ID=13277924&GUID=B2418513-3560-421B-B1B7-FA6584BEC8F8&ref=raincrossgazette.com) from the Riverside County Office on Aging.

### Park and Recreation Commission

The Park and Recreation Commission meets on Monday, September 16, at 6:30 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1227993&GUID=3B85BD43-FD72-4626-8B32-91F977B83A38&ref=raincrossgazette.com)) to review "summer hightlights" from the program.

### Safety, Wellness, and Youth Committee

The Safety, Wellness, and Youth Committee, comprised of Councilmembers Perry, Conder, and Mill, meets on Wednesday, September 18, at 1:00 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1224990&GUID=9C6B1144-557C-42E3-8C16-563F1800DDC4&ref=raincrossgazette.com)) and will review:

- [A proposed ordinance](https://riversideca.legistar.com/View.ashx?M=F&ID=13287563&GUID=B13D3B55-9031-4698-AA02-77D32B9515B1&ref=raincrossgazette.com) to prohibit unauthorized camping on public property in Riverside in response to a [2024 Supreme Court decision](https://calmatters.org/housing/2024/06/california-homeless-camps-grants-pass-ruling/?ref=raincrossgazette.com) allowing stricter enforcement of anti-camping laws.
- A proposed ordinance to[ prohibit the "unlawful possession of catalytic converters,"](https://riversideca.legistar.com/View.ashx?M=F&ID=13287359&GUID=09D6E2BD-1FF4-4764-83BF-A44367CB66B4&ref=raincrossgazette.com) in response to rising thefts and difficulties in prosecuting offenders due to lack of identifying information on these parts.
- Evaluating a [proposal to transition shopping cart retrieval](https://riversideca.legistar.com/View.ashx?M=F&ID=13301210&GUID=A60FB8A7-886F-4CC2-AFF4-D6764C0AB824&ref=raincrossgazette.com) from an outsourced service to an in-house operation operated by the Public Works Department.

### Cultural Heritage Board

The Cultural Heritage Board meets on Wednesday, September 18, at 3:30 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1228312&GUID=9219DE82-ED5B-4656-AF3E-0048FE12431E&ref=raincrossgazette.com)) for a [presentation on the Mission Inn Foundation](https://riversideca.legistar.com/View.ashx?M=F&ID=13283625&GUID=AE68B853-37E9-4ED2-9023-FD5DBA987AD2&ref=raincrossgazette.com) and to consider issuing a Certificate of Appropriateness request from Riverside Hyundai to [remove the canopy](https://riversideca.legistar.com/View.ashx?M=F&ID=13283655&GUID=9EC76C95-7AD6-4227-8058-D58CA52B1D1B&ref=raincrossgazette.com) on the backside of their facility, the former Helgeson Buick building, which is eligible as a city landmark.

### Economic Development Committee

The Economic Development Committee of Councilmembers Robillard, Cervantes, and Hemenway meets on Thursday, September 19, at 3:00 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1224991&GUID=9E12BE90-69A8-4BD0-872D-DBE26EB23C40&ref=raincrossgazette.com)) to review the City's [$15,200 annual sponsorship agreement](https://riversideca.legistar.com/View.ashx?M=F&ID=13285298&GUID=A040EC39-1E11-45D6-A995-0BA1059465A7&ref=raincrossgazette.com) with the Greater Riverside Chamber of Commerce.

### Commission on Disabilities
