### City Council

City Council will meet in closed and open sessions on Tuesday, Sept. 16, with afternoon sessions at 1 p.m. and 3 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1331927&GUID=5BE6187D-66AC-4F6C-96D5-B1E3A4FED50A&ref=raincrossgazette.com)). The agenda includes:

- Considering a [45-day moratorium on new tobacco retail permits](https://riversideca.legistar.com/View.ashx?M=F&ID=14755491&GUID=5DF329D4-3B96-4ABE-A5AD-C686DCCEC130&ref=raincrossgazette.com) after police documented widespread illegal drug sales and excessive criminal activity at smoke shops, including locations that continued selling psilocybin, cannabis, and narcotics even after March 2025 raids seized hundreds of thousands of dollars in contraband and weapons.
- Awarding a $19.7 million construction [contract to renovate the nearly century-old Cesar Chavez Community Center](https://riversideca.legistar.com/View.ashx?M=F&ID=14755492&GUID=1F43BD69-B530-440B-8102-A7B37598511D&ref=raincrossgazette.com), including hazardous material abatement, accessibility improvements, system replacements, and classroom/auditorium upgrades.
- Considering the [Economic Development Committee's recommendation to launch a pilot program](https://riversideca.legistar.com/View.ashx?M=F&ID=14755480&GUID=936EEF40-E03A-49FF-BCCB-1FE7B310568C&ref=raincrossgazette.com) allowing licensed architects and engineers to self-certify building plans for smaller projects, reducing permit issuance from weeks to 1-3 business days.

### Commission on Aging

### Park and Recreation Commission
