### City Council, 1:00pm

An update on the [City’s existing spending](https://riversideca.legistar.com/View.ashx?M=F&ID=11419893&GUID=4509F29F-B398-4783-B93B-8EBFC287DA65&ref=raincrossgazette.com) and [future plans](https://riversideca.legistar.com/View.ashx?M=F&ID=11419894&GUID=2A8C1A51-526E-406C-817C-646375E468A3&ref=raincrossgazette.com) for the $36,767,594 received from the American Rescue Plan Act. At 4:40pm Council will join Mayor Lock Dawson at the Military Wall of Honor Veterans Day ceremony.

Council will review [an outside analysis](https://riversideca.legistar.com/View.ashx?M=F&ID=11419845&GUID=AEE499B6-223B-40BE-BA72-84120B6217D9&ref=raincrossgazette.com) of the Riverside Transmission Reliability Project (RTRP), which will provide the city with a second high-voltage transmission line to the California power grid. The project has been been on hold since May 10 when [Council voted to begin the search for an outside consultant to study alternatives to the RTRP](https://www.raincrossgazette.com/council-consultant-will-study-alternatives-to-transmission-project/). According to a statement released by Riverside Public Utilities (RPU) in 2020, Riverside is currently the only city of its size to rely on a single connection to the grid.

### Safety, Wellness, and Youth Committee, 1:00pm

### Cultural Heritage Board, 3:30pm

​​A public hearing to consider Robert Vega and Michelle Arasim’s request to consider a Historic Designation of the [Powell-Wheeler Residence](https://riversideca.legistar.com/View.ashx?M=F&ID=11420201&GUID=8292D057-C989-4611-916A-4D87C1A1C665&ref=raincrossgazette.com) (3860 El Hijo Street) as a City Landmark.

### Economic Development, Placemaking, and Branding/ Marketing Committee, 3:00pm

#### Item 2 – Sponsorship Review

On May 5, 2020, the City Council approved the development of an official Naming Rights Policy. That process was tabled during the pandemic, but the City released a Request for Proposal on August 4, 2022 to find a consultant to assist starting a naming rights program and develop a list of potential naming rights sponsorship opportunities throughout the Riverside.

The Committee will review the proposal from [The Superlative Group](https://www.superlativegroup.com/?ref=raincrossgazette.com) for an agreement worth $317,625 and 15% commission on potential sales.

#### Item 3 – Inland Empire Small Business Development Center Contract Review

Sherry Shimshock, Senior Project Manager for the Community & Economic Development Department, will give [a presentation](https://riversideca.legistar.com/View.ashx?M=F&ID=11424005&GUID=6EF3F2B5-12C1-42D8-B219-703303C6F9D9&ref=raincrossgazette.com) on the City’s $50,000 per year contract with Inland Empire Small Business Development Center to [provide assistance to local small businesses](https://riversideca.legistar.com/View.ashx?M=F&ID=11423996&GUID=0B76EF01-E8D6-4FB5-934D-B6B32B050648&ref=raincrossgazette.com).
