This guide is part of our mission to provide everyday Riversiders like you with the information to speak up on the issues you care about. ### City Council City Council will meet in closed and open sessions on Tuesday, Feb. 3, in afternoon sessions at 1 p.m. and 3 p.m. and an evening session at 6:15 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1374811&GUID=2E95EF59-54DF-4C71-87CD-B4772614D1EE&ref=raincrossgazette.com)). The agenda includes: - Awarding a $1.95 million contract using Measure Z funds for [road maintenance on 11.6 miles of streets citywide](https://riversideca.legistar.com/View.ashx?M=F&ID=15132265&GUID=AAF65B78-ADD7-45B6-BFF9-6C2EA3681451&ref=raincrossgazette.com), including new pavement markings and signage, after the lowest bidder was disqualified for bid paperwork errors. - Considering land use changes that would [allow construction of a 117-unit apartment complex](https://riversideca.legistar.com/View.ashx?M=F&ID=15132346&GUID=20E1AC80-E5FD-482E-877D-8F63372CBEC8&ref=raincrossgazette.com) on 4.5 acres [between Hedrick and Jones Avenues in La Sierra](https://riversideca.legistar.com/View.ashx?M=F&ID=15132385&GUID=603EE7CD-79E7-461B-890D-345357D99833&ref=raincrossgazette.com) currently zoned for single-family homes. The [University Terrace project](https://www.raincrossgazette.com/council-rejects-20-million-state-grant-for-homeless-housing-project/) does not appear on Tuesday's agenda. Several residents spoke about the project [during public comment at last week's meeting](https://www.raincrossgazette.com/public-comment-dominates-housing-committee-after-university-terrace-rejection/) (a time when residents can address council on any topic, whether or not it appears on that meeting's agenda), with some expressing confusion that council did not discuss it further. Under council rules, one of the four members who voted against it on Jan. 21 would need to [request reconsideration](https://www.raincrossgazette.com/two-perspectives-on-university-terrace-should-riverside-reconsider/) to place it on the Feb. 24 agenda. ### Human Resources Board The Human Resources Board meets on Mon, Feb. 2, at 5 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1385415&GUID=27E0D7F9-8B34-4761-A18D-5914E75217FE&ref=raincrossgazette.com)) to review three updated HR policies addressing [overtime compensation rules](https://riversideca.legistar.com/View.ashx?M=F&ID=15149756&GUID=9A4B67DB-F67D-4A42-AA97-6C52247F4ED5&ref=raincrossgazette.com) for non-union employees, [expanded family leave definitions](https://riversideca.legistar.com/View.ashx?M=F&ID=15149754&GUID=549C9601-C1D9-4810-AC48-EDFA27D2FAA6&ref=raincrossgazette.com), and [adjusted equal employment opportunity protections](https://riversideca.legistar.com/View.ashx?M=F&ID=15149758&GUID=E11D1E86-4336-46DD-8973-E2788C6909CD&ref=raincrossgazette.com) to align with current federal and state laws. The board will also hear a [year-end workforce report](https://riversideca.legistar.com/View.ashx?M=F&ID=15149799&GUID=5A784EB1-36D2-4711-95AC-A23775E14A74&ref=raincrossgazette.com) showing the City employed 2,751 people in 2025, with 638 employees (23% of the workforce) now retirement-eligible and workers' compensation claims totaling $3.2 million. ### Park and Recreation Commission The Park and Recreation Commission meets on Mon, Feb. 2, at 6:30 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1372371&GUID=055EFE2C-858F-4972-A2BA-82469C45585B&ref=raincrossgazette.com)) to hear updates on the police-led [Park and Neighborhood Specialist patrol program](https://riversideca.legistar.com/View.ashx?M=F&ID=15146362&GUID=B6B02B07-0800-4B10-A05F-5C3CEC3E4E5A&ref=raincrossgazette.com), $1 million in federal grant funding to inventory the city's trees, and [design plans for a two-mile Gage Canal trail](https://riversideca.legistar.com/View.ashx?M=F&ID=15146363&GUID=CCD98828-AD66-451C-860C-AADEDB754802&ref=raincrossgazette.com) that will plant 600 trees and create connections between the Northside and UC Riverside. ### Museum of Riverside Board The Museum of Riverside Board meets on Wed, Feb. 4, at 3 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1374996&GUID=D824CD72-1839-4BC2-A38D-FA4E7E012300&ref=raincrossgazette.com)) to review progress on the Museum's main building renovation project (25% complete, targeting late-2026 reopening), Harada House rehabilitation (at 50% construction documents with additional fundraising needed), and a new 2027-2032 Strategic Plan to be finalized mid-2026. ### Board of Ethics The Board of Ethics meets on Thu, Feb. 5, at 6 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1381136&GUID=03BC2DDA-2C93-4E2E-A2C4-926F20074F8B&ref=raincrossgazette.com)) to hear [revised ethics code language](https://riversideca.legistar.com/View.ashx?M=F&ID=15128940&GUID=9FFA6BEF-2473-47B3-A706-6279029BE44B&ref=raincrossgazette.com) on digital conduct by city officials that would either establish aspirational guidelines without penalties or create narrower rules limited to official social media accounts.
