**New city attorney, employment agreement**

During their 1 p.m. discussion session, the city council is being asked to approve an [employment agreement](https://riversideca.legistar.com/View.ashx?M=F&ID=9501349&GUID=ED2C360B-B77B-49B4-B662-32876A359651&ref=raincrossgazette.com) between the city and Phaedra Norton.

Norton comes to Riverside after a three-year contract with the city of Merced as their city attorney. For 10 years prior, she served as a city attorney in Turlock, California. Norton’s proposed agreement specifies an annual salary of $286,000 plus fringe benefits.

**Property for sale**

During their 7 p.m. consent calendar session, the council members will either [approve or deny the sale](https://riversideca.legistar.com/View.ashx?M=F&ID=9473014&GUID=B0A76544-1C18-4DA4-A369-6CAB378C5897&ref=raincrossgazette.com) of a city-owned, 18,026 square foot property at 3575 Vine Street in the amount of $180,000\. Chuck and Naomi Avila, owners of the Mission Inn Avenue event venue Avila’s Historic 1929, plan to purchase the property and use it for parking space.

Post miscellaneous closing costs, the estimated net proceeds from the sale in the amount of $177,500 would potentially be deposited into the city’s General Fund.

**Priority Based Budgeting presentation pushed back**

The expected presentation on Priority Based Budgeting by the city manager’s office will be moved to a later date in July after other prioritized agenda items were moved from the council’s consent to its discussion calendar.

### **[Human Relations Commission](https://riversideca.legistar.com/View.ashx?M=A&ID=871887&GUID=58235364-BE85-4ECD-836B-EA46559B5D5C&ref=raincrossgazette.com), Thursday**

During their 6 p.m. meeting, the Human Relations Commission will hear a presentation on a proposed enhancement project for the Martin Luther King Jr. Memorial on Main Street and 9th Street. On behalf of the African American Historical Society, Rose Mayes as well as Liz Zuloaga from PCH Architects will reveal a [concept](https://riversideca.legistar.com/View.ashx?M=F&ID=9470958&GUID=1C30AE00-F41B-477F-8724-95ABC2C8AFDA&ref=raincrossgazette.com) for an improved walking and garden design surrounding the memorial statue.
