**Monday Gazette: September 14, 2026**

**Hello Riverside, and Happy Monday!** Yesterday we asked about the firm behind one of Riverside's favorite green spaces.

The answer: the Olmsted Brothers! Sons of Frederick Law Olmsted, the landscape architect behind New York's Central Park, the brothers carried on his firm after his death in 1903 and were commissioned in 1911 to design Riverside's Fairmount Park — lakes, shade trees, and all.

City Council weighs a Midtown wine shop appeal, an AI policy working group and e-bike safety rules, while committees take up data center restrictions, library security incidents and the police department's military equipment policy.

## Budget Engagement Commission Considers Broader Role in City Financial Decisions in City Financial Decisions 

A new five-member committee will examine whether the Budget Engagement Commission should advise the City Council on revenue proposals and take a larger role in public engagement.

Riverside's Budget Engagement Commission will spend four months deciding whether it should also review tax and revenue proposals.

**Why it matters:** If you've followed Measure Z debates, this matters — expanding the commission's scope could give residents an earlier say on new taxes before they reach the City Council.

**Driving the news:** Commissioners voted unanimously Sept. 10 to form a five-member ad hoc committee reviewing the panel's authority over the next four months.

- Recommendations are due in January, with a possible one-month extension.

**The backstory:** Commissioners raised concerns in June that the panel's mandate is too narrow to shape major financial decisions.

- Commissioner Aram Ayra said the council "completely bypassed the public engagement" on the Measure Z fire-staffing tax hike, which voters rejected in June.

**Yes, but:** Deputy Finance Director Sergio Aguilar said the municipal code covers spending, not independent revenue review.

- The code has "no reference to revenue," Aguilar said — only guidance on advising the council how it spends money.

**What's next:** The committee meets monthly and reports to the full commission. Any changes would need approval from the council's Governmental Processes Committee and the full council.
