I am so excited to introduce you to Amy López, The Gazette's new Content Manager, who officially joined our team this month. Amy is a talented copy editor who has been contracting with us over the last several months. She's already had such an impact on our little newsroom that Ken and I couldn't help but feature her as a Neighbor of the Week last month. In addition to her copy editing (which has drastically reduced the number of emails I receive pointing out my typos and grammatical errors!), Amy has been responsible for publishing all of our stories on the website, building our newsletters, and [sharing our stories on Instagram](https://www.instagram.com/raincrossgazette/?ref=raincrossgazette.com) and other platforms. Amy is joining the newsroom in a part-time capacity, and my objective is to bring her on full-time as soon as our finances allow, followed quickly by hiring our second reporter. This guide is part of our mission to provide everyday Riversiders like you with the information to speak up on the issues you care about. ### City Council City Council will meet in closed and open sessions on Tuesday, October 8, in afternoon sessions at 1:00 and 3:00 p.m. ([agenda](https://riversideca.legistar.com/View.ashx?M=A&ID=1217244&GUID=FEF81D94-BFA0-43C6-9687-16AE6A0DF48D&ref=raincrossgazette.com)). The agenda includes: - Considering the approval of a [$6.7 million contract](https://riversideca.legistar.com/View.ashx?M=F&ID=13336262&GUID=389F8595-88CE-4847-9426-88D4E01D69FA&ref=raincrossgazette.com) to repair and resurface [4.8 miles of roads across the city](https://riversideca.legistar.com/View.ashx?M=F&ID=13336214&GUID=35CFF850-C87F-46DC-8AD6-EE7A3AE4A998&ref=raincrossgazette.com). - Considering [updating the Municipal Code](https://riversideca.legistar.com/View.ashx?M=F&ID=13336283&GUID=8825352C-A3DE-4857-94B5-77AAD2BB0283&ref=raincrossgazette.com) to prohibit "carrying or possessing" potential weapons and face coverings (with exceptions for religious or medical reasons) during public demonstrations, gatherings, rallies, protests, picket lines, or public assemblies. - A public hearing on the [Arlington Business Improvement District's annual assessment](https://riversideca.legistar.com/View.ashx?M=F&ID=13336282&GUID=0B295872-DEC1-41F1-B028-6CD4756FFDF2&ref=raincrossgazette.com) and considering approval of its annual report and levy for the next fiscal year. During a closed session, the Council will "receive advice from legal counsel concerning Phaedra Norton v City of Riverside." It is no secret that the city has struggled to stabilize waste collection services due to a fleet of aging trucks and staffing. This month, I want to spend some time identifying the challenges facing our waste management collection and outline our plan to improve our services. Residents are angry, and rightfully so! Many of our routes have been days behind, which is a health and safety issue. Something had to be done. On Tuesday, September 17th, the City Council and City Manager took action to address the issue head-on. City Manager Mike Futrell authorized an emergency order to address the service delays that Riversiders have been experiencing. Through the emergency order, Athens Services began supplementing our city crews on impacted routes starting Thursday, September 19th. Under this emergency order, Athens Services will temporarily expand its refuse services in areas covered by city crews facing delays. While this emergency order is in place, our city refuse drivers will continue to work delivering replacement trash cans, checking residential cans for contamination, and assisting with service on manual routes. This emergency declaration will be reviewed periodically but could remain in place for six months.
