The nonprofit that trains volunteers to stand up for Riverside County children in foster care has a new leader with Inland Empire experience. Tim Ney, former CEO of Catholic Charities San Bernardino and Riverside Counties, became president and CEO of Voices for Children on Monday, Nov. 2.

He takes over as demand for volunteers outpaces supply. About 400 Riverside County children in foster care currently have a CASA volunteer advocating for them, and nearly 200 more are on the waitlist at any given time, a Voices for Children representative told the Gazette.

Voices for Children is designated by Riverside County Superior Court, as well as San Diego County's, to recruit, train and support Court Appointed Special Advocate (CASA) volunteers. That makes it the organization local judges rely on to pair foster children with a volunteer who knows their situation.

CASA volunteers are matched with children who have entered foster care after abuse, neglect or abandonment. They serve as a steady adult in a child's life, advocating for the child in court, at school and in the community, and they give judges information that helps shape decisions about where and with whom the child will live.

Ney's most recent job put him in charge of an organization serving Riverside County families, and Voices for Children pointed to those ties, along with his San Diego roots, as connecting him to both communities it serves. Before Catholic Charities, he was executive director of the Armed Services YMCA in San Diego and chief operating officer of Feeding America San Diego. He is also a U.S. Marine Corps veteran.

"Every child deserves to feel safe, supported and valued," Ney said in a statement. "I look forward to working alongside our dedicated advocates, staff and community partners to ensure that vulnerable children have the advocacy, stability and opportunities they deserve."

Pat Swan, chair of the Voices for Children board, said in a statement that the board selected Ney after a national search and expects him to "deepen our impact for children in foster care across San Diego and Riverside counties."

The organization says more than 1,300 CASA volunteers, working with its staff, advocated directly for nearly 2,400 youth in foster care across the two counties last year. It also monitored the cases of hundreds of other children who may need an advocate later. Its stated goal is a CASA volunteer for every child in the system who needs one.

Voices for Children has three Riverside County offices, in Riverside, Temecula and Palm Desert. Residents interested in volunteering can start with an online information session, held weekly. Training happens mostly online, with some portions in person at the nearest office.

Ney, a San Diego native, holds an executive MBA from San Diego State University and a bachelor's degree in organizational leadership from Chapman University. He also earned a Lean Six Sigma Black Belt, a certification in process improvement, from UC San Diego Extension and an executive nonprofit management certificate from the University of San Diego.

Voices for Children was founded in 1980.
