# Charter School, 48-bed Assisted-Living Facility Win Planning Commission Approval

The Planning Commission approved two projects Sept. 24 that would bring a new charter school location to Magnolia Center and a 48-bed assisted-living facility to Orangecrest.

The unanimous votes authorize Alta Vista Innovation High School, a charter school, to serve up to 225 students at 6422 Magnolia Ave. and Riverside Heights Assisted Living LLC to establish a senior care facility at 18171 Van Buren Blvd.

The school will offer an independent-study model with weekly teacher appointments, while the assisted-living facility will provide round-the-clock care, including services for residents with memory impairments.

Alta Vista’s location — at Magnolia Avenue and Beatty Drive — will occupy a commercial suite in a building shared with a private gym. Students ages 14 to 23 will primarily complete assignments off-site and meet with teachers once a week for one to two hours.

Although the permit allows enrollment of up to 225 students — based on five teachers each carrying a full caseload of 45 — no more than 25 would be on-site at a time. The permit limits the school to operating from 8 a.m. to 5 p.m. Monday through Friday. It will have five teachers and one administrative staff member.

Applicant Travis Chopp told commissioners the school expects to begin with about 50 students, translating to five to eight students on-site at any given time.

Alta Vista’s sister school, Vista Norte Public Charter School, [won commission approval in June](https://www.raincrossgazette.com/vista-norte-charter-school-gets-planning-commission-ok-to-keep-operating-and-grow-in-casa-blanca/) for its Casa Blanca campus, which shares space with a community center. The Magnolia Avenue site will house only Alta Vista, Chopp said.

Commissioner Johnny Wilder questioned how the school would fit within the property’s limited parking.

The shared lot has 19 spaces, with 10 allocated to the school. Six will be designated for staff, leaving four for students who drive and for drop-offs and pickups, according to the staff report.

Chopp said most students are expected to arrive through drop-offs, pickups or public transportation. At another Riverside location the school reviewed, only about three students a week drove themselves, he said.

Commissioner Lorraine Mooney also asked about controlling access to the school. Chopp said the main entrance will face the parking lot and feature an enclosed lobby with keycard access and an emergency lockdown system. The Magnolia Avenue door will serve as an emergency exit.

The Orangecrest assisted-living facility will occupy a two-story, 14,480-square-foot building under construction within the Van Buren Village shopping center, west of Little Court.

City staff said the shopping center’s earlier approval envisioned a medical use for the building, though that use had not been well defined. The City Council approved the shopping center’s original development entitlements in 2015.

The facility will primarily serve adults 60 and older, with 24 double-bed rooms accommodating up to 48 residents. Plans include physical therapy, cognitive exercises, medication management and transportation to medical appointments and recreational outings.

Sixteen bedrooms will be downstairs and eight upstairs. Applicant Ebraheem Hamed said the upstairs floor is planned as a secured memory-care unit.

The building will also include dining and activity spaces, doctors’ offices and an outdoor terrace on the second floor. Visiting hours will be from 9 a.m. to 8 p.m. daily, with exceptions permitted for special circumstances. Hamed said staff will control elevator access and accompany memory-care residents when they leave the unit.

“I think this is a much needed service in our community, so really glad to see this come before us,” Vice Chair Brian Baird said.

No members of the public commented on either project during the hearings.
